     How about this:
function InsertLineBefore(child)
{
    var ele = document.createElement("HR");
    child.parentNode.insertBefore(ele, child);
    return true;
}
     Here is some sample HTML for the above function:

    <input type="button" value="Insert"
     onclick="return InsertLineBefore(t2)">
