Which browser is supposed to be base which I can keep in mind for developing a website?

This question has plagued many a web developer around the world. Web
coders often tend to take Internet Explorer to produce a
standard-compliant code as this browser is being widely used on the
internet. However, the problem with this approach is that the web
developers end up writing the code which contains all the idiosyncratic
features of IE in the style sheet. Later, when they make necessary
adjustments in the CSS style sheet to make it compatible for the rest of
the browsers, it requires them to literally rework on the major portion
of the CSS style sheet which consumes a substantial amount of time.
