If I create a website for someone, who actually owns it

Under U.S. law, it depends.
Unless there is a valid "work for hire" (defined under USC Title 17,
Chapter 2, Paragraph 201, subsection b) then all copywrites for
content on a website goes to whoever "originally" created the content.
As far as I can tell, a valid "work for hire" is a signed and
notarized contract. Handshakes and verbal agreements do not, as far
as I can ascertain, constitute a valid "work for hire"
