Waldman: Several forces are working to slowly transform India's caste
system. The rise of lower-caste voters as a political force has been the
most studied ­ it has given the lower castes access to state power,
which has allowed them to distribute resources more fairly (for example,
getting pathways paved in their part of the village) and also to
crackdown on caste discrimination. This has had a real effect, but the
implications of the movement to cities ­ both the economic opportunities
it offers and the effect when migrants return to the village ­ has been
much less scrutinized.
