July/August is the monsoon time and there are certainly good chances of rain in Manali however I do not think that your holiday plans would be disrupted unless you plan to go across the Rohtang pass because during rainy season you are likely to find long jams on the road from manali to Rohtang. If you d plan to visit Rohtang then I would suggest that you start really early and then u might be able to avoid the jams too and if u have an option preferable go by a SUV/Jeep type of vehicle instead of any passenger car with low clearance.
