What are some choices in graphic editing tools?

Photoshop is by far the standard.  This tool has it all, including 
(arguably) the best suite of manipulation algorithms in the industry.  
It's a little pricy however and requires a decent multimedia machine to 
perform well.  The plug-in choices are phenominal.

You can also get a trimed-down version (Photoshop LE) if you don't need 
all the features of the more expensive full version:

Paint Shop Pro is arguably the least-expensive production-quality 
graphic tools on the market.  It's algorithms fall a little short of 
the quality of Photoshop, but for Web or home use it is more than 
adequate.  This tool has filter and plug-in support.

There are many other editing tools included with other packages, but 
most will leave your images looking amature and cheap.

If you can't tell, I use Photoshop.  In my opinion if you are going to 
spend any substantial amount of time working with graphics and learning 
a tool it might as well be a good tool.
