In ILAYER How to scroll src document like in IFRAME?

Unlike an IFRAME where a web author can speciy a height attribute, the 
dimensions of an ILAYER are decided by the length of its content, 
whether the content is provided inline or thru an external source. 
Thus, scrolling can not be controlled in an ILAYER.
The Netscape developer network provides sample code, however, for a 
configurable Scrollbar Component, to add scrollbars to a layer or a CSS 
positioned container.
