Use the posting acceptor componet of Site Server Express, it comes 
with 
windows nt option pack.
The DLL called CPSHOST.dLL allows you to upload files to a web server 
on a specific path.
Otherwise use the ASPUPLOAD component to do the same job.
Its not a hard thing if you try to do it :)
You will find the code reference in microsoft msdn.
You can do it without installing any component aor making DLL just 
visit the site
