In Netscape how do you manipulate spaces in querystrings?

Problem:
In Netscape how do you manipulate spaces in querystrings?  In IE it 
places a %20 in a space automatically, but Netscape just comes up with 
an error.
Solution:
replace(variable), "", "%20")
------or---------
Server.urlencode the value of the variable you are passing.
