Basically you are interested in two key META tags related to Search 
Engine Placement.
The META DESCRIPTION
<META name="description" content="Short description of my site or 
products and services.">
The META KEYWORD
<META name="keywords" content="product name, service name, other, 
words, people, would, search, for, that, my, site, is, relevant">
As far as submitting to search engines...
The major Directories and Indexes are what you are most concerned with. 
Yahoo!, AltaVista, Excite, Lycos, Hot Bot, Netscape, AOL, Google, 
etc... This is not a comprehensive list, but an idea of some of the 
major players. Each of them has different rules for site content and 
submitting. Some require humans to add your site, and others Index with 
a program called a spider. You will want to visit each site and learn 
what they are looking for in a Web site and how you might adjust your 
site to meet criteria before submitting. Search Engine Watch is a good 
place to learn about Search Engine submitting, as they have info 
related to many of the services in one place.
