Files with .php extensions work properly but the same file with .php3 does not! (Win98/PWS4/PHP4)

I guess you are using an APACHE webserver(?). In that case the problem 
can be in the "HTTPD.CONF"-file.
Somewhere in that file there is a row that starts with:
 AddType application/x-httpd-php3
After that you probably only have .php. It should say:
 AddType application/x-httpd-php3 .php .php3
