How can I 'release' a previously unanswered question to an existing answer?

Unfortunately it's not possible.
The only way that I can think to get around it at the moment is probably
the same way you thought.  You would have to add the question as a new
question (in whichever folder you wanted it located) to an existing 
question/answer pair and delete the unanswered question....
