If I installed PHP using RPM, are the Oracle's libraries included? or do I need to intall them...

sorry there are not included in a rpm linux package.
You can find a rpm alrready made for some one in Internet, but i don't 
recomended you, because your system will certanlly cratched.
If not hard work copiled php if you have allready installed Oracle in 
your linux server. Came On!! It's piece of cake.
Just download the source from php site, and configure with 
--with-oci8=$ORACLE_HOME
I allways install Apache2 and php. By compiled way one by one not rpm. 
And works super!!
