Is there an event handler which is called after a user has copied a file to disk using the File Download Dialog

No, you have no actual way of detecting when a file has been downloaded
100% to the clients harddrive. You should also remember that not all
users use the same tool to download making it almost impossible to detect.
If you want to help the user installing an application or something like
it, maybe you should either popup a help-window or delay the
download-page eg. 15-30 seconds and then redirect to a specific helppage.
