How do I get PHP to return 1250 characters from Oracle instead of ASCII?

So,
You have to specify the default charset for Oracle, before the first 
logon to the database.
I have got the problem, in CGI (Pro*C), as in PHP.
The best way to do it, is to set an environment variable:
    putenv ('NLS_LANG=Slovak_Slovakia.EE8MSWIN1250');
I think you want to get "MS Windows Code Page 1250 8-bit East European"
