How can I place a <LAYER> in a table ? (NN4)

The easiest thing to do is to use a span tag in a table cell. Netscape 
treats positioned DIV and SPAN as a layer. For example:
<span style="position: relative" id="Lyr">
is basically the same as
<layer name="Lyr">
