Does PHP call itself each time it finds a php tag in a document?

PHP parses the whole page in one go.
By default, the php starts in the HTML mode. However, to execute the php
code, you must include it in the <?php and ?> tags.
And it doesn't matter how many times you have the <?php tag, the
complete files is parsed in one go.
