Is it possible to get sendmail to forward all email received via SMTP to another smtp server? And if so, how?

It is called "smart relay".
Just find "DS" option in sendmail.cf and put the name of
"another smtp server" there.
Note that E-mail coming to "local" host names will be delivered locally.
So if you don't want any E-mails to be delivered locally remove
all hostnames but localhost from local host names file.
The file is usually named sendmail.cw or local-host-names and it's
name can be set by "Fw" option in sendmail.cf.
Also remove all names but localhost from "Cw" option of sendmail.cf
