Why are links on my hidden layer still working, and the links on my new (and visible) layer on top of the old one NOT working (NN4)?

Help, I can't get the z-index to work in Netscape 4.77.

Maybe you're using wrong z-stacking in your layers attributes (old 
layer having a z-index numerical greater than your new one).
Maybe you're using negative z-indices. Does not work with NN4.
Maybe your z-stacking is correct, but you're using a form in your old 
layer. NN4 unfortunately places layers containing forms always on top 
of all layers (totally disregarding the z-index you've set).
Just wild guesses. Hard to answer w/o seeing the appropriate source 
code parts of your layer definitions. How about pasting them into this 
answer? Maybe we can fix it then...
