Can the F11 key in IE be enabled by a J-script function?

Javascript does not appear to be able to capture function keys. 
Although, I do remember seeing code once that tried to capture F1-F10, I 
dont remember how successful it was. The limitation here is not entirely 
 a flaw in JavaScript, it seems there is access problems with anything 
outside the original keyboard configuration for most languages.
