Starting with version 20.4, precombiled versions of Emacs for Windows 
is available by anonymous FTP from:
ftp://ftp.gnu.org/gnu/windows/emacs (top level directory) 
ftp://ftp.gnu.org/gnu/windows/emacs/latest (latest distributions)
