Why does Apache work with 127.0.0.1 but not localhost under windows?
Where is the hosts file on Windows?

Apache is working but your machine cannot resolve the domain localhost
into an IP address (127.0.0.1).
Windows 9x supports a hosts file, so you could just open
    c:\windows\hosts
and add the line:
    127.0.0.1 localhost
Under NT the hosts file is located at:
    C:\WINNT\system32\drivers\etc\hosts
