I remeber that on www.php.net I saw an undocumented reference to disabling functions in your php.ini, what is this, as I can't find it anymore?

Since PHP 4.0.1 it's possible to deactivate functions in your php.ini :
The following is most likely in your php.ini near the safe_mode 
section. If not you may place it were ever you want:
    disable_functions = ; This directive allows you to disable certain
			 ; functions for security reasons.  It receives
			 ; a comma separated list of function names.
			 ; This directive is *NOT* affected by whether
			 ; Safe Mode is turned on or off.
