I need to know if there is a program that you can write code in html and convert it to php. I run windows 2000

The easiest way is to simpy in your php file copy and paste all of your 
html code into it and as simply as putting in (echo " ) before your 
html code and closing all of your html code with a (";) then your html 
code will execute in a php file.  I don't know why you would want a php 
file rather than html but that is how you would do it.
