You may want to try something like :
<a href="javascript:void" onMouseOver="dothatThing()" 
onClick="dothisthing()"><img src="picture.gif" BORDER="0"></A>
no guarrantee of course.
Alternatively you may want a style command:
<a href="javascript:void" onMouseOver="dothatThing()" 
onClick="dothisthing()" style="{text-decoration:none}">This is a 
link</A>
