The server I have space on isn't allowing me access to write to files, is this a PHP option I can get them to change?

This could be one of two things that I can think of . The most likely 
is that the file you are trying to write to doesn't have write 
permissions set (chmod). Generally you can chmod files through 
most FTP clients (Cute, WS, Fetch, 3D, etc.), also if you have telnet 
access to the server you can chmod the file that way as well. This 
is assuming you are on a 'NIX server. NT/IIS is a little more difficult, 
from my experience only the administrator can change 
permissions on files/directories and has to be logged into the box.
The other which is unlikely, is that the php.ini file is set with:
disable_functions = fwrite();
