In IE 5.5, why does "history.go(-1);" in the bottom iframe execute on the main iframe instead?

Because history.go is global and it's just like hitting the back 
button from you navigation bar, which is not particular to individual 
frames.
 You would have to write a custom script to figure out how many times 
the person has gone back so you could then disable the back button in 
your iframe.
