The best cross-platform tool I have found for FoxPro, dBase, and 
Clipper is CodeBase by Sequiter Software.  This tool is supported on 
Mac, Unix/Linux, Microsoft and Solaris.  The package comes with 
libraries for C/C   (MSVC  , Borland, gcc compiler, etc..), Delphi and 
Visual Basic.
