Yes!  Djbdns supports TCP queries despite rumours to the contrary!
axfrdns is one of the supplied components of djbdns and axfrdns answers
TCP queries.  You simply have to enable it; it has to be explicitly
installed as many people simply don't need TCP queries.  TCP queries are
only used for zone transfers (usually to BIND sites) and in the unusual
circumstance that an answer doesn't fit in a 512 byte UDP packet.
From the author's documentation (at the URL listed above): 
"axfrdns looks up zone-transfer results in data.cdb, a binary file
created by tinydns-data. It also responds to normal client queries, such
as SOA queries, which usually precede zone-transfer requests."
