Can anyone offer advice on making a web poll that has a different no. of answers for each question?

hi,
i assume that you will be using some dbms for this. 
What i suggest is that you make 2 tables.
table1 will have all the questions with their ids as primary key
table2 will have all answers to all questions. When you store answers 
to say question 1, have id of question 1 with all possible answrs to 
this question.
hence you can identify all answers with a particular question.
for your calculation you can count the number of answers to a 
particular question and compute percentages or any other statistics.
