Incorrect. Of course you can do that, but I would think the question
meant was how the icon in the title bar of IE can be changed for a
webpage. The answer is that you have to put a gif in the root of your
webpage and as far as I remember have it in the meta-tags of your first
page.

You can do this only in HTML Application (HTA) trusted script using
HTA:APPLICATION tag
