How can I restrict to run PHP4 script in some directory?

Yes you can.
If you are using apache, something like this
<Directory "c:\apache\htdocs\special">
AddType application/x-httpd-php .php
ScriptAlias "c:/php/" /php/
Action application/x-httpd-php /php/php.exe
</Directory>
this will restrict it to this dir and the sub-dirs of this dir
