How can you get graphic to expand to full width and height no matter what settings or monitor size

I'm assuming that by "graphic" you mean gif/jpg/png file (NOT FLASH).
You'll have to take out the screen resolution of the monitor with 
javascript and set the image size dynamically only.
Something like
<SCRIPT LANGUAGE="javascript">
var width = screen.width
var height = screen.height
</SCRIPT>
Reduce the width by 22 pixels if vertical scrollbar is on. 
Unfortunately you cannot find out the available visible height of the 
browser (some people have google/yahoo toobars installed. other remove 
all the toobars removed)
