How do i set up foreign key constraints in MySQL?

MySQL does not support foreign key constraints, though the ability 
will 
be in version 4.0.
For the time being MySQL supports an extension called InnoDB which 
supports foreign keys and transactions. Check out the URL I referenced

To configure Foreign Key graphically, you could try to download 
PremiumSoft Navicat (http://www.navicat.com) or EMS MySQL tool 
(http://www.ems-hitech.com/mymanager). They both support to configure 
Foreign Keys visually.
